UGC Equity Regulations Spark Nationwide Protests Over Caste-Based Rules

The University Grants Commission’s newly announced caste-based equity regulations have triggered widespread protests across India, intensifying a national debate on higher education policy, social justice, and constitutional principles. Demonstrations have been reported in major cities including Delhi and Lucknow, with students, teachers’ groups, and civil society organizations voicing strong opposition to the new rules. The controversy has further escalated with the reported resignation of a senior bureaucrat and a BJP leader, along with the filing of a Public Interest Litigation (PIL) in the Supreme Court challenging the regulations.
The UGC’s equity framework is aimed at addressing long-standing disparities in access and representation within higher education institutions. Adding to the political and administrative fallout, reports suggest that a senior bureaucrat and a BJP leader have resigned over disagreements related to the implementation and implications of the UGC’s equity regulations. Opposition parties have also criticized the government, calling for a broader parliamentary debate on the issue.
The legal dimension of the controversy has further heightened its significance.
