Chief Minister Bhajan Lal Sharma has recently launched a comprehensive state-wide Artificial Intelligence (AI) policy aimed at transforming public service delivery by making it faster, more efficient, and more transparent. The initiative marks a significant step toward leveraging emerging technologies to improve governance while simultaneously building future-ready skills among students and the workforce.

A central pillar of the policy is the establishment of an AI Centre of Excellence (CoE). The centre will act as a hub for research, innovation, and collaboration between government departments, academic institutions, startups, and industry partners. It is expected to support the development of AI-based solutions tailored to public administration, such as predictive analytics for service delivery, automated grievance redressal systems, and data-driven decision-making tools.

The policy places strong emphasis on the use of AI to enhance public services, with the goal of reducing delays, increasing accountability, and minimising human intervention in routine processes. By integrating AI into governance systems, the state aims to improve efficiency in areas such as citizen service portals, welfare scheme implementation, urban management, and monitoring of government programs.

Another major focus of the policy is AI education and skill development. Recognising the growing importance of artificial intelligence in the global economy, the government plans to integrate AI learning modules into schools, Industrial Training Institutes (ITIs), and polytechnic institutions. This move is intended to introduce students to AI concepts at an early stage and equip technical learners with practical, job-oriented skills aligned with industry requirements.

By embedding AI education across multiple levels of the education system, the policy seeks to create a strong talent pipeline capable of supporting both government digital initiatives and the private technology ecosystem. Officials believe this approach will improve employability, encourage innovation, and attract investment in high-technology sectors.

The policy also highlights the importance of ethical and responsible use of AI. Data privacy, transparency in algorithms, and fairness in automated decision-making are expected to form part of the implementation framework. This is particularly relevant as AI tools are increasingly used in areas that directly impact citizens’ lives.
