A memo circulated by Secretary of State Marco Rubio stated the pause will remain in effect "until further guidance is issued." It also highlighted that the enhanced vetting process could have "significant implications" for visa processing operations around the world.

The initiative is part of President Donald Trump’s ongoing criticism of America’s top universities, which he accuses of fostering left-wing ideologies, antisemitism, and biased admissions practices.

The policy change is expected to delay or block thousands of students planning to study in the U.S., potentially disrupting academic institutions already facing declining international enrollment.

Universities and international education advocates have expressed concern that the move could deter global talent and undermine the U.S.'s reputation as a leading destination for higher education.
