El Hishri is accused of overseeing widespread human rights abuses—including torture, rape, and murder—from 2015 to 2020. Arrested at Berlin International Airport, he now awaits transfer to The Hague for trial under ICC jurisdiction. This is the first ICC arrest involving a Libyan official, underscoring growing international efforts to hold war criminals accountable. Human rights advocates say this arrest sends a strong message that impunity for crimes against humanity will not be tolerated, no matter how many years have passed or where the accused may be found.
